More Sex Is Safer Sex - April 27

Hello - Bob interviewed someone in the last few weeks who suggested various national representation options such as having 2-votes for Congress, 1 in your district and 1 in any other district.

He also suggested district residents pay national taxes based on how their representative voted relative to expenditures.

I'm trying to find who that was and I think it was Steven E. Landsburg on April 27.

Does anyone remember if I got that right?
